Launch of R300 million SMME Crisis Partnership Fund a game-changer for township business - 7 October 2022
• Gauteng Provincial Gov’t leads the charge to dramatically shift growth and inclusion landscape for township SMMEs
• Partnership model can be replicated, scaled across all provinces
• Fund to be managed by the SA SME Fund
• GEP will work closely with SA SME to ensure fund success
The Gauteng Provincial Government, the Industrial Development Corporation (IDC) and the SA SME Fund launched the SMME Crisis Partnership Fund, a R300 million debt fund for small businesses based in Gauteng townships.
There are more than 2 million formal and informal small businesses in SA, the majority of which are township-based, which are unable to access or do not qualify for funding from the formal banking sector. Without this funding, they are unable to grow their businesses, create jobs or participate meaningfully in the economy.
The SMME Crisis Partnership Fund seeks to remedy this. Each of the partners have contributed R100 million towards the Fund. The Gauteng Provincial Government’s share provides a first loss guarantee, meaning it will assume the first portion of any losses.
The partners believe this model, which leverages Government’s underused first loss capital to attract private sector funding, is a game-changer in two respects. Firstly, it addresses the economic inclusion of township businesses in Gauteng, and secondly, it provides a blueprint which can be replicated and scaled in other provinces and nationally. It is an effective way of leveraging different skills sets and pools of capital to support entrepreneurs and help SMMEs grow.
The Fund is already committed to six intermediaries, with a seventh in the pipeline. Three intermediaries – Indlu Living, Profit Share Partners and Crede Capital Partners – have already finalised their agreements, and the full allocation process is expected to be completed by the end of this month. These intermediaries will facilitate the provision of working capital and asset finance to hundreds of small businesses and entrepreneurs.
One of the intermediaries, Indlu Living, is an excellent example of how capital can be used to fundamentally change the lives, livelihoods and landscape of townships across the country, and address the housing crisis head on. Indlu Living provides micro property and backyard developers in townships with an all-in-one rental management software, finance and property development solution.
This allows landowners to fund the building of beautifully designed and rentable backyard rooms, and for the loan to be paid off from the rental income. Not only does this create a pool of township based property entrepreneurs, but it will also benefit an ecosystem of other small businesses, such as builders, electricians, and cleaning services. The SMME Crisis Partnership Fund will double Indlu Living’s loan book, enabling it to create between 60 and 70 new property entrepreneurs.
Mr Parks Tau, Gauteng MEC for Economic Development says: “Today’s launch of the SMME Crisis Partnership Fund is part of our deliberate approach to reignite the township economy and elevate it to respond to the current needs of society. For many years township property owners have struggled to get flexible and risk free funding to build backyard rental flats. We are working in partnership with Indlu Living to provide that assistance to property owners.”

The Gauteng Provincial Government’s SMME development entity, the Gauteng Enterprise Propeller (GEP) will be working hand in hand with SA SME and IDC in ensuring the success of the fund.
Commenting on the launch, GEP CEO, Saki Zamxaka stated that the partnership will play an instrumental role towards realising the objectives of the Township Economy Development Act: “This partnership will help broaden access to funding for township based SMMEs, particularly as we will be working with implementing partners who already have a pipeline of applicants in the township economy.
Mr TP Nchocho, CEO of the IDC says: “This important partnership reflects our collective intent of supporting the growth of township economies and SMEs measurably. The Fund will enable entrepreneurs to contribute to creating sustainable jobs, increasing economic activity, and sustaining livelihoods. The IDC will use the learnings from this and other funds and investments to replicate the approach and impact in other provinces.”
Besides its investment of R100 million, the SA SME Fund – which was established by the CEO Initiative and works to support the SMME sector in a partnership between corporate CEOs and Government – will manage the fund on a pro bono basis. The SA SME Fund is experienced in allocating capital to reputable fund managers in the venture capital and private equity market, as well as to non-bank SME debt providers, who in turn invest in scalable SMMEs.
Mr Ketso Gordhan, CEO of the SA SME Fund says: “For our country to be prosperous and successful, it is imperative that we ensure that entrepreneurs and small businesses, especially those in the township environment, are economically included. In addition to igniting township SMMEs, this model facilitates the building of non-bank institutional funders, who have the requisite skills and experience to service this sector, unlike the banks who aren’t as effective in this environment. The Gauteng Province has proven to be a leader in developing this partnership, which hopefully will be replicated in other provinces.”

GEP and SAIPA Induction Training - 16 August 2022
On 5 August 2022, the GEP Finance unit went on induction training at the South African Institute of Professional Accountants (SAIPA) offices in Midrand. SAIPA is a Professional Accounting Organisation that represents over 15 000 qualified Professional Accountants in practice, commerce and industry, academia, and the public sector. They promote ethical and responsible behaviour within the profession to retain public trust and confidence.
GEP and SAIPA entered into a two-year partnership that will see GEP finance professionals taken through various assessments toward continuous professional development. This is in line with the goal to equip each employee with a professional designation that is recognised internationally and by the South African qualifications authorities. Through this partnership, SAIPA has already undertaken training workshops with GEP employees that include topics such as Understanding Risk Management for all staff and Managers.
The induction sought to provide the GEP team with an understanding of the SAIPA offering, and expectations from all those involved and to expose them to an array of well-versed professionals and experts that will be working with GEP toward meeting the objectives of this partnership.
The Finance team received an in-depth induction into the role of SAIPA and the various ways the organisation can assist them as professionals, noting the immense challenges that are often faced by finance professionals. This support spans areas such as tax law practices, legislative guidelines and business advisory services.
Commenting on the induction and the partnership, Acting Manager: Finance, Gift Dladla applauded the initiative, stating: “There are a number of developments and trends in the finance sector and participating in the continuous development opportunities that are brought on by this partnership will help the team to always be ahead of the curve. It is also pleasing that everyone in the finance team is here, including our interns, the value of this partnership will be immense”.

At the forefront of the initiative, HR, and Organisation Development Manager; Ms Thenjiwe Msomi thanked the finance team for wholeheartedly embracing this opportunity: “As an entity of great importance to the people of Gauteng, it is important for GEP to have highly skilled employees and professionals, and this is can only be achieved by continuous development, and the Finance team has taken to this process like fish to water. We expect that it be of great benefit to not just GEP, but ultimately our clients”.

GEP recognises that effective risk management is imperative for the entity to fulfil its mandate and that it is an integral part of responsible and accountable management.
A service provider has been appointed to conduct a risk maturity assessment on the current state of the adequacy and effectiveness of risk management throughout the entity, assess the Risk Management function, and risk governance committees, and make recommendations for improvement in line with the adopted ISO 31000 standards and best practice.

GEP Risk Maturity Survey 20 July 2022

GEP recognises that effective risk management is imperative for the entity to fulfil its mandate and that it is an integral part of responsible and accountable management.
A service provider has been appointed to conduct a risk maturity assessment on the current state of the adequacy and effectiveness of risk management throughout the entity, assess the Risk Management function, and risk governance committees, and make recommendations for improvement in line with the adopted ISO 31000 standards and best practice.
The survey is compulsory and all GEP staff members are required to complete it.

Growth on the Cards for Soweto business after GEP intervention
It was over 21 years ago when Solly Mojapelo, a teacher of English and Economics and his wife Rose, a chemical analyst, teamed up to turn what was then only a hobby into a successful business. Rose, a talented baker, and Solly, the budding salesman, realised that they could make a decent additional income from the demand for baked goods in the community.
“ I used to sell cakes made from our domestic stove to my colleagues, and after school, I would always have deliveries to make, and we soon realised that with more effort, the business had the potential to grow. It was at this point that, much to the surprise of many that I took a plunge to leave my teaching job to run Carnival Biscuits full time”, explains Solly Mojapelo.
Today Carnival Biscuits has two retail stores and a manufacturing unit. The business employs 16 people. In addition to the directly employed personnel, the business has a profit-sharing programme with individual sellers who make a living by selling their products.
Mojapelo, who hails from Diepkloof, Soweto, realised that scaling the business to its current size would mean a change in its product lineup, and as a result, the business turned its focus into biscuits. In 2001, the first retail store was opened at the Highgate Mall.
“We were not just content with making biscuits; we wanted to make the best biscuits. We essentially had our own product development and innovation unit, where we developed our own unique recipes,” explains Mojapelo.

As all businesses do, Carnival Biscuits has experienced its highs and lows. One of their most significant highs was winning the contract to supply long-distance bus company, Greyhound, with biscuits. “Winning the Greyhound contract was a pinnacle for us. It helped improve our quality standards, and we could create more jobs for the people in our community, says Mojapelo. In 2007, we opened our manufacturing space at the Crown Mines” adds Mojapelo. In 2009, they opened the second retail outlet in Bara Mall.
It, therefore, came as a big blow to Carnival Biscuits when Greyhound announced that it would be closing its doors in February 2021. “Greyhound was our biggest client. The impact of their closure was devastating to us. However, we were still determined to keep the business going and find new customers”, Says Mojapelo.
2021 still had far more in store for the business. On Monday 12 July the Bara Mall Carnival Biscuits retail outlet was looted and completely vandalised. The business lost all its stock and all its movable equipment. In addition to theft, the store was vandalised with electrical and telephone cables ripped from the walls. The shop was also flooded causing thousands of rands worth of damage and leaving the store unable to trade for an extended period.
Mojapelo applied to the Gauteng Enterprise Propeller for the Gauteng Rebuilding Fund.
The funds he received from the Gauteng Rebuilding Fund helped the business get back to trading in time for its business period, the festive season. It has helped stabilise cash flow, replace damaged equipment, and just return to normal trading. Mojapelo draws lessons from this experience: “Our business was not insured, today even a spoon is insured”, he states.
Mojapelo is determined to get the business back on a growth path. “I believe that even after the most difficult period for our business, growth is on the cards for Carnival Biscuits”.

Urgent: Submission of Performance Agreements 15 July 2022
The GEP Executive has noted with great concern the high rate of non-compliance to submission of Performance Agreements. This does not only apply to the current financial year but also includes the previous years as well.
To date, the entity is sitting at 65% submission of the 2022/23 Performance Agreements.
At this stage assessments are underway on the submitted agreements to determine if each agreement is aligned to each unit’s approved APP and Operational Plan.
Following the EXCO resolution of the 13 July 2023, colleagues are hereby notified of the following:
- All Performance agreements are to be completed on or before 15 July 2022, late submissions will be entertained only until 18 July 2022, followed by Quarter 1 feedback (Quarterly feedback before 29 July 2022) and then mid-year assessment/appraisal in Oct/Nov 2022.
- All signed performance assessments will be reviewed in line with performance agreements to measure individual/unit and organisational performance and the report will be presented at EXCO.
- Going forward the organisation will closely monitor performance and reward each employee accordingly.
Colleagues are further reminded that performance management involves recognition of attainment of desired performance levels by both the organisation and the employee.

Gauteng Rebuilding fund helps pharmacy get back on track after looting
Pharmacist and Entrepreneur Bulelwa Maponya is the owner of Dawn Park pharmacy, based in Dawn Park, near Boksburg, Ekurhuleni. The pharmacy, which employs six, serves communities from Dawn Park, Vosloorus, Leondale and Rondubult and is the only pharmacy within the 8km radius of its location.

Bulelwa founded the pharmacy in 2017 after saving for several years for the start-up capital required for the business. “ It took a lot of work for me to save the amount that I believed at the time would be enough to start this business. I worked numerous locums and sacrificed many personal comforts to start the business”. As she embarked on the initial steps of starting the pharmacy, Bulelwa realised that what she had saved was still nowhere near what she needed to get the business going. The process of raising further funds was one of the more challenging periods in her business.
“Even with collateral and my own owners’ equity, it was still very difficult to source enough funding to finally open the pharmacy; however, I was determined to make it happen, particularly because I was aware of how the community was desperate for quality, but affordable health care services. Through the help of my family, we opened doors in 2017. As a fledgling business, we have had many ups and downs but none so devastating as the looting that took place in 2021”.
In July 2021, when the country was engulfed by looting, the pharmacy was not spared and was looted and damaged along with most of the businesses at the Dawn Park Shopping Centre. “A pharmacy is essentially its stock. We lost almost all our entire stock, most of our equipment and even specialised equipment such as the vaccine fridge was stolen. After the looting, we could not trade for the next month and a half.” she explains.
Bulelwa applied to the Gauteng Enterprise Propeller (GEP) for the Gauteng Rebuilding Fund. “The funds we received from the GEP have helped rebuild my business, and save jobs, as well allowed me to continue serving the community that depends on us so much and live my oath as a health care provider”.
The rebuilding fund is the Gauteng provincial government’s response to the unprecedented challenges facing small businesses in the wake of COVID-19 and looting that affected SMMEs in Gauteng.
The R100m fund is a partnership between the GEP and the Industrial Development Corporation (IDC). Bulelwa has used the funds to replace damaged and stolen equipment and build up the stock levels. She is looking forward to growing her business even further. Since the reopening of her business, sales per month have now increased by 40%.
“I am very encouraged by the ongoing recovery of the business and have set an ambitious but attainable revenue goal for the business, and that it to grow our monthly sales by 100% in the next year or two.

Q1 Reporting Update - 21 June 2022
Dear Colleagues
This communication serves as a reminder to all colleagues that reporting against our Quarter 1 targets is due on 7 July 2022.
This requires the GEP to report its performance progress against the set targets captured in the 2022/23 Annual Performance Plan (APP). All reported performance must be supported by evidence as per the reporting requirements. It is very important to note that if there is no evidence we can not claim it!
The M&E sub-unit has visited some regions and will wind up the rest of the visits in the upcoming weeks. The intention is to equip those driving performance in regions with key information on what is required before the commencement of the reporting. They are also to ensure that as an entity, we remain performance-driven and disciplined in our reporting.
Colleagues are advised that while Quarter 1 tracks mainly Programme 1 targets, this does not preclude the other programmes from tracking performance weekly for the CEO dashboard and oversights.
The M&E unit will continue to communicate directly with KPI owners on the weekly reporting to ensure consistent updating of the entity’s performance.

GEP Success Story: APPTO
APPTO is a South Africa’s homegrown on-demand neighbourhood shopping app that provides instant e-commerce and delivery fulfilment solution for consumers from their local merchants such as retail stores, restaurants, pharmacies, grocery shops, liquor outlets, hardware stores, food markets and more. APPTO employs eleven people and as part of its service, aggregates orders from multiple retailers for a single fulfilment (pick-up or delivery).
The business was founded by technopreneur Madoda Khuzwayo, a serial technology entrepreneur with an enduring passion for eCommerce.
Madoda approached the GEP for start-up capital after struggling to get support from financial institutions.
“As a black-owned small business, our challenge was getting capital to start, I tried banks and other institutions, and no one would look to us. Being a Gauteng based business, we approached GEP, and they responded positively. We got financial assistance to get us started, he explains.
Madoda believes the GEP support will go a long way in helping his business towards being a strong competitor in South Africa’s e-commerce landscape and creating even more jobs. Madoda has wasted no time in ensuring that the business makes its mark. APPTO is now in partnership with Sandton City Mall to enable shopping and delivery fulfilment for all tenants that wish to enable delivery or click & collect model. APPTO is also opening its first dark store in Sandton City, a retail facility that resembles a conventional supermarket or other store but is not open to the public. The store houses goods used to fulfil orders placed online. This is Sandton City’s first-ever dark store tenant. Appto Sandton City Store will be open 24/7 offering delivery of liquor and essential items to service consumers in and around Sandton City’s 10 Km radius.

“We plan to take convenience to a higher level, by eliminating long waiting periods, hours or even days for customers. Our goods are dispatched from the local store and received not too long after the order is placed – from 30 minutes even. We also believe our success will help give a new lease of life to mall owners across the country and their retail tenants, who have been hard hit by declining mall traffic, concludes Madoda.
The app is available on the App Store, Google Play as well as Huawei’s AppGallery, free to download and offers enhanced payment security with multiple payment partners.

Exemption From Provisions of Preferential Procurement Act - 24 May 2022
Dear Colleagues
Kindly be informed that the Gauteng Enterprise Propeller has been granted exemption from the application of the Preferential Procurement Policy Framework Act, 2000 (Act No. 5 of 2000 – PPPFA). The exemption allows the entity to continue with its planned procurement processes to ensure uninterrupted service delivery. (Read more).
The exemption is effective from 12 May 2022 until (a) new Preferential Procurement Regulations take effect, or (b) the Constitutional Court confirms the suspension of the order of invalidity of the Preferential Procurement Regulations, 2017, for 12 months, whichever occurs first.
Colleagues are reminded that SCM processes and guidelines are to be followed during the period of the exemption.

2021/22 Year-End Appraisals & 2022/23 Performance Agreements - 13 May 2022

This communication serves to remind all GEP employees that the 2021/22 year-end appraisals are due on 31 May 2022. We would like to request all Unit Heads/Line Managers to ensure that performance appraisals are conducted for all staff members within their respective units. Finance Circular 1 of 2022/23 - 13 May 2022

Kindly find attached Finance Circular 1 of 2022/23. All employees are encouraged to familiarise themselves with all the detailed provisions in the circular.
The purpose of the circular is to communicate Finance updates pertaining to contract management, purchase requisitions, the revised Supply Chain Management (SCM) policy and procurement requirements.
The important action points in the circular include the following:
(1) Contract overruns are the biggest source of irregular expenditure within GEP. Contract Management is the responsibility of the End User as the consumer of services or goods. End users are required to ensure that there is proper contract performance and delivery as per the service level agreements. They must ensure that there is timeous invoicing. This will help curb contract overruns.
(2) All Purchase requisitions submitted to SCM must be correctly completed in all fields, with all required signatures attached. They must contain clear terms of reference and specifications to avoid poor quality responses that lead to difficulties in evaluation and delays in appointments.
(3) SCM has reviewed, revised and updated the SCM Policy in line with National Treasury SCM provisions including the latest Instruction note 2 of 2021/22. These were approved by the board on 23 August 2021. However, there are several SCM provisions issued by National Treasury and Gauteng Provincial Treasury which necessitate a revision of the current SCM policy. SCM is awaiting the full list of provisions and will proceed to update accordingly.
(4) National SCM guidelines state that accounting authorities must not award any bid for price quotations to a bidder(s) not registered on the Central Supplier Database (CSD). As CSD is the only legislated database to source suitable service providers, GEP SCM exclusively uses it to source suitable service providers for required goods and services.
(5) The growing requests to pay urgent invoices do not afford the Finance team enough time to review and apply controls to ensure the correctness and accurate processing of invoices. GEP employees are encouraged to ensure that enough time is provided for the processing of invoices.
(6) SCM requests that all contracts be monitored through a performance measurement template. The template should be completed by designated person from the End User unit and submitted to SCM on a quarterly basis.
(7) The Finance Unit will create an invoice email address where all invoices from service providers shall be sent.
(8) ) End-users should ensure that the Finance Unit receives the approved invoice within 2 days of receipt of the invoice and the unit will process them in at least two (2) days.

GEP Mailbox Migration - 10 May 2022
Kindly be advised of the planned mailbox migration from Hosted Exchange to Microsoft Cloud Platform, which is set to take place this coming Friday the 13th of May 2022 in the afternoon.
The migration will be completed on the 23rd of May 2022.
During the process of migrating email to the Microsoft Cloud Platform, GEP staff is advised to connect to https://outlook.office.com/mail/ to access emails until Outlook Client has been set up by the assigned technician.

Database Clean Up Project - 19 April 2022
Dear Colleagues
GEP has been tasked with the responsibility of managing the Customer Relations Management (CRM) platform, portal, and database for all SMMEs in the province. This task will entail merging all databases from other provincial agencies onto the GEP database to create one reliable database and CRM platform for SMMEs in the province.
To fulfil this task successfully we will need to clean up our system to generate accurate reports. This cleanup will date back to 2017, the year the system went online. This is a large and important task, and all units and regions are expected to contribute to its successful completion.
Work that needs to be done includes the following:
- The Investment Analysts and Business Analysts are responsible for the accurate inputting of information and all required documents onto the system as per each of their portfolios.
- Each analyst needs to ensure all Assessments of Company Operations, Appraisal Reports, Proposals, Scopes of Work completions, decline letters, and payments are correctly uploaded.
- The goal is to ensure that all manual files mirror the online applications.
- This cleanup will ensure that all completed projects are closed so they can be archived.
- The information Officers are responsible for uploading all Memorandums of Agreement and Non-disclosure agreements, Desktop assessments, and Training proposals.
- The Contact Centre will be responsible for archiving duplicates, responding to enquiries, and keeping clients and staff apprised of our processes. The Contact Centre will continue with normal applications as well as the manual applications submitted at Head Office.
- The Contact Centre will then start preparations of merging other agency databases with the GEPs.
- The Contact Centre will undertake roadshows to re-train any of the new staff members who are not familiar with the system.
- IT will be responsible for the database functionality/backend as well as communication with system service providers including the updating of SLAs where applicable.
The overall due date for the project is 28 May 2022. Please familiarise yourselves with the deliverables and the timelines.
